METRO Multi-Elevator Replacement Program
Metropolitan Transit Authority of Harris County (METRO)
Understanding the Challenge
METRO initiated a multi-elevator replacement program to modernize and improve vertical transportation systems across its transit network. Many existing elevators within METRO’s facilities had exceeded their useful life, resulting in frequent service interruptions, safety concerns, and accessibility challenges for passengers with disabilities. The program required coordinated management of multiple concurrent construction sites, each with unique operational constraints, safety requirements, and ADA compliance considerations—all while maintaining uninterrupted transit operations and public access.
Our Strategic Intervention
PMG provided program and project management services to support METRO in the execution of its multi-elevator replacement program. Our responsibilities included overseeing design coordination, construction scheduling, contractor management, and quality assurance across multiple station locations. PMG facilitated communication between METRO’s engineering, operations, and safety teams to ensure construction activities were properly sequenced and minimally disruptive to passengers. We implemented detailed progress tracking, cost control measures, and risk management strategies to ensure each elevator replacement was delivered safely, efficiently, and in accordance with ADA and local building code requirements.
Transformational Results
Through PMG’s leadership and proactive coordination, METRO’s elevator modernization program achieved significant improvements in system reliability, safety, and accessibility across its transit facilities. The completed work enhances passenger experience by providing smoother, more dependable access for all users—including those with mobility challenges—while extending the operational life of critical infrastructure assets. PMG’s disciplined project management approach ensured on-time delivery, budget control, and compliance with stringent technical and safety standards, supporting METRO’s broader mission to provide safe, accessible, and efficient public transportation for the Houston region.
