Understanding the Challenge
The Caroline Affordable Housing Project was developed to address Houston’s growing demand for safe, modern, and affordable housing within close proximity to employment, transit, and essential services. The project required careful coordination among design, construction, and funding partners to meet HUD and ADA compliance standards while maintaining cost efficiency and design quality. Key challenges included managing a constrained urban site, ensuring environmental compliance, and executing construction under tight funding schedules and regulatory oversight.
Our Strategic Intervention
PMG served as the project and construction management consultant for the Caroline Affordable Housing Project, overseeing the full delivery process from preconstruction through final occupancy. Our team led cost and schedule management, reviewed design submittals, and provided field inspection and quality assurance throughout construction. PMG implemented structured project controls to maintain transparency in budget tracking and progress reporting, while ensuring compliance with all federal, state, and local housing requirements.
