Understanding the Challenge

The Houston Police Department required a new, purpose-built facility at George Bush Intercontinental Airport (IAH) to modernize operations, improve accessibility, and support increased passenger and airside activity. The project involved constructing a 25,000-square-foot building at an offsite location, relocating police operations from Terminal B, and developing a new HPD Storefront in Terminal A. The complex scope also included the installation of new water and sanitary utilities, a 250-space asphalt parking lot, a 24/7 backup generator, and a 5,000-foot technology duct bank to connect to existing infrastructure. The challenge was to execute all work within active airport operations while maintaining coordination with multiple stakeholders, including the Houston Airport System, United Airlines, and CenterPoint Energy.

Our Strategic Intervention

PMG is providing comprehensive Project, Design, and Construction Management services to United Airlines in support of the Houston Airport System. Our team oversees every phase of the project—from design development and permitting through construction and relocation—ensuring alignment with HPD’s operational requirements and the airport’s stringent design standards. PMG manages contractor coordination, design submittal review, schedule tracking, and budget oversight, while facilitating communication among all project partners. We also provide field supervision to monitor safety, quality, and compliance, ensuring that critical infrastructure components such as technology systems, power distribution, and HVAC upgrades are delivered seamlessly within the project schedule.

Transformational Results

Upon completion, the new Houston Police Department Station at IAH will provide a modern, efficient, and secure facility that enhances law enforcement operations and response capabilities within one of the nation’s busiest airports. The relocation from Terminal B to a dedicated building—with a new Storefront presence in Terminal A—improves accessibility and visibility for both officers and the public. PMG’s integrated management approach ensures that the facility meets the City’s safety, operational, and technology standards while supporting long-term airport growth and community safety.
