Understanding the Challenge

Houston City College (HCC) faced a significant backlog of deferred maintenance across its multi-campus system, with aging facilities and infrastructure in need of repair to maintain safe, functional, and efficient learning environments. The program required comprehensive assessment, prioritization, and management of critical maintenance projects, including mechanical, electrical, roofing, and life safety systems. The challenge was to address these needs while minimizing disruption to active campus operations and ensuring that funds were allocated strategically to achieve maximum facility performance and longevity.

Our Strategic Intervention

PMG served as the program management consultant responsible for overseeing and coordinating multiple concurrent maintenance projects across the HCC system. Our team developed a structured program management framework that included project prioritization, scheduling, and cost controls. PMG implemented systematic reporting tools to track progress and maintain accountability among contractors and design teams. By establishing clear communication channels with HCC’s facilities and administrative departments, PMG ensured each project aligned with the institution’s operational needs, budget parameters, and long-term facility planning goals.
